  1. A rule lands. An exploited-vulnerability entry hits the CISA catalog at 07:12. Nobody emailed you.
  2. It is read and classified. 1,064 documents in 24 hours, severity assigned, the 37 that create an obligation separated from the 1,027 that do not.
  3. It is routed by role. The CCO gets 12, the GC 9, the CISO 7 — each seeing only what their job actually owns.
  4. The citation travels with it. 45 CFR 164 and 91 FR 51993, attached, so the finding can be checked rather than trusted.
